摘　　要：对中国文化保护中存在的资金不足、民众利益和文物价值差异3个问题提出质疑,论述了以科学发展观和文明进步作为旅游开发中文化保护的指导思想,并进而阐明:文明的本质是人类的创造,中国文化遗产是全人类的遗产,打造旅游文化应该采用"历史魂,现代情"的手法予以融合。强调旅游开发中的文化保护必须推进文明进步,以现代元素展示人本精神,实现中华文明的全球共享。At the beginning,the author puts forward three pooblems about culture protection in China： 1） lack of funds; 2）de- mos interest ; 3）the value of relics. Concentrating on the guidance with the scientific concept of development and civilization advancement, the thesis sequentially points out that the civilization essence roots from creativity of mankind. The culture heritage of China is of the world＇s significance, so the tourism culture should have both of elements of history soul and modern feeling. Finally, this paper emphasizes the importance of civilization advancement, which must be promoted by culture protection in tourism development, and gives a splendid showing to the world by chic faces.
