摘　　要：随着经济和社会的转型,城市贫困越来越成为困扰我国的一个严重的社会问题。其负面效应日益凸现,并显示出愈益严重的趋势,因此有必要对城市贫困人群的概念和范围进行科学的厘清和定义。怎样缓解以至最终消除城市贫困问题,是当代中国政府回避不了的责任。With the economic and social reform, the problem of city poverty has become more and more serious. Its negative effect has been increasingly apparent and tends to become more severe. Therefore ,it is necessary to give a clear and scientific definition to the concept and range of the city＇ s impoverished people. How to alleviate and eliminate city poverty is a problem that the modem Chinese government should try to solve.
