三北地区林业产业的弱质性分析及对策

摘　　要：三北地区林业产业具有一种弱质性的特点,这种弱质性主要是受制于资源、环境、制度、组织的约束,本文通过对其林业产业弱质性的分析,试图寻找适应于三北地区林业产业发展的思路,旨在通过特色资源培育,科学技术开发,有效的制度创新,以及积极培育龙头企业和社会中间组织等方式,促进三北地区林业产业的发展。　Due to the restriction of resources,environment,institutions ＆ organizations,the forestry industry shows weakness in “Three north” regions.This paper based on the analysis of weakness in this sector tries to find out the countermeasures for the forestry industry growth in the ＂Three North＂ Shelterbelt Development Program regions,such as breeding resources with features,applying new technology,innovating effective institutions,and actively fostering key enterprises and non-profit organizations in the society.
