摘  要:强化以人为本,就是强调以教师为主体,以凝聚教师为目标,达到凝聚人才的"附丽"效应;强化以人为本,就要在教师队伍的竞争力上合理"造极",建设一支教书育人、管理育人,服务育人的高水准的教师队伍;强化以人为本,科学合理"造极",是教师人才引进、留任。"People- centered " means teacher-centered in colleges and gathers good teachers as the aim of colleges to achieve the "dependency effect". To apply the policy of "People- centered " is to make the teaching staff competitive as possible as we can construct a hlgh-qualified teaching staff to impart knowledge and educate people, to manage and educate people, to serve and educate people. This is a new idea of employing, keeping, and developing the teacher resources.
