摘　　要：本文从建设规范化的"服务型政府"的理论和制度框架入手,探讨了在政府机关导入ISO质量管理体系的必要性和可行性,进行了相应的ISO质量管理体系框架设计,并以成都市工商行政管理局引入ISO质量管理体系的实践为实证,论证了应用成效及其对政府机关加强自身管理、提高行政效率具有的推广和借鉴作用。Beginning from the theoretical and systematic frame of cusses the necessity and probability for government to induce ISO quality normalized serving government, this paper dismanaging system, and designs the corresponding frame for it. The practice that ISO quality managing system is utilized in Chengdu Administration for Industry ＆ Commerce is considered as a practical example. It is useful and suggestive for government to strengthen self-governing and to improve administrative efficiency.
