摘　　要：实现政府职责、机构和编制的法定化,是党中央提出的一项战略任务,不仅是行政体制改革的长远目标,也是当前行政管理体制改革中亟待研究解决的一个理论课题和实践课题,更是构建社会主义和谐社会的重要保障。本文试从政府职责和机构编制法定化的重要性、主要任务以及实现法定化的途径谈一点粗浅的认识。Realize government duty,statutory delimitation on the structures and sizes,be one strategic mission brought forward by the Central Committee of the Party,not only being the long-term goal deepening the reform of the administrative system,be also urgent- ly,to wait for studying a theory problem solving and carrying out a problem,also be the important guarantee structuring harmonious society of socialism in current reform of the administrative system.The main body of a book is tried work out the statutory delimitation significance ,major task from government duty and organization and is realizes statutory delimitation approach talking about a little superficial cognition.
