摘　　要：我国在公营事业民营化过程中存在很多障碍,必须在改革中克服这些障碍。公营事业民营化要有法律制度的设计和供给,要有良好的法律环境并对其进行法律规制。There exists many obstacles during privation of government utility in china,we should conquer these obstacles during the reform.h needs the design and giving of legal institution and good legal environment,and it needs legal restriction during the process.
