摘　　要：行政文化是行政体系的深层结构，是政府管理活的灵魂。一方面，中国传统行政文化与西方行政文化相互渗透，另一方面，两者在行政观念、行政方式上又存在着四大冲突。Administrative culture is the deep structure of the administrative system, and also a live soul of administration. On the one hand, western administrative culture and Chinese traditional culture are permeating each other. On the other hand, there are four kinds of conflicts on the administrative ideals and ways.
