摘　　要：重庆库区是受生态约束的人口密集区域,在作为彻底的生态控制区域暂时尚不具有现实可能性的情况下,重庆经济增长方式及其区域差异化战略选择尤其重要。库区作为被统筹发展的对象,追求与新重庆直辖市建设步伐协调一致具有合理性,但老重庆的整体技术创新能力提升机制和技术扩散机制才是三峡库区实现集约经济增长的根本途径。产业集群是克服库区产业"空心化"并保护生态环境的希望所在。激发"缺位城市"的区位功能,有望产生"区位连锁效应"。在生态约束条件下,主动引导发展路径而不是被动选择,既可降低生态灾难发生的可能性,更有希望构筑"和谐库区"。The Three Gorges Reservoir area in Chongqing is a deeply - populated area under ecological constraints. While it is not feasible to treat the area as a purely ecologically controlled area, it is important to choose a pattern of economic growth and regional differentiation strategy. With balancing urban and rural development , it is reasonable for the Reservoir Area to seek coherence with the pace of the new Chongqing Municipality,However, the fundamental way of achieving intensive economic growth in the area lies in the mechanism for enhancing the overall technological innovation capacity and technological diffusion in the old Chongqing City. Industry clustering is the hope for avoiding industrial ＂hollowing - out＂ and protecting the ecological environment in the area. The ＂locational linkage effect＂ can be achieved by stimulating the locational function of the ＂mistakenly positioned city＂,Under ecological constraints, actively guiding the development path instead of passive choice can reduce the possibility of ecological disasters and help to build a ＂harmonious Reservoir Area＂. ecological constraint; the Three Gorges Reservoir area; industry cluster; balancing urban and rural development
