摘　　要：在B3G移动通信系统中,L3(即信令层)的主要功能有系统参数表维护、无线资源管理、移动性管理以及业务连接管理等。文章主要介绍了B3G移动通信系统网络侧L3协议的设计与实现,使其能够支持FDD蜂窝无线网络试验系统各种演示需求和参数,并支持未来可能出现的新业务。In Beyond 3 Generation mobile communication system, Layer 3,that is also called signaling layer,maintains system parameter tables and manages radio resource and traffic connection for mobile station.This issue mainly introduces the design and implement of network-side Layer 3 protocol in Beyond 3 Generation mobile communication system, which makes it be able to support all display requirements and parameters of FDD cellular wireless network experiment system and to sustain new services in the future.
