摘　　要：2006年8月中国地面数字电视传输标准艰难出台,并于2007年8月1日正式实施.简述地面数字电视传输标准制定的发展历程,分析了在标准制定过程中的一些不足,以及在标准实施过程中的一些隐患,认为整个地面数字电视传输标准的制定程序是不科学的.最后提出了标准制定的具体实施程序.The criterion of China ground DTV transmission was published with difficulty in August, 2006. Then it has been put into practice on August 1,2007. This paper briefly introduces the process of the criterion making, points out the deficiencies in the process and the hidden perils of the implementation. Then it comes to the conclusion that the procedure of the criterion making was unscientific. At last, the paper raises a concrete procedure of formulating the criterion.
