摘　　要：介绍了危险废物越境转移的现状和原因,利用环境公平理论分析了危险废物越境转移导致的环境不公平,最后提出了处理危险废物越境转移问题的环境公平准则,以及法律、体制和技术方面的对策。The thesis introduced the current situation and the causes of the trans - boundary movements of hazardous wastes, and using the environmental equity theory analyzed the environmental in- equity owe to the trans -boundary movements of hazardous wastes. At last the environmental equity principles and the from three aspects were given in dealing with the problems of trans - boundary movements of jazardpis wastes.
