市场手段在东营市广利河治理中的运用研究

摘　　要：东营市广利河综合治理工程是2007年东营市政府一号工程,它是关乎黄河三角洲长远发展、提升东营城市人居环境的大事。但其投资额度大,不能走单纯依靠政府投入的传统路子。必须借鉴国内外成功经验,在筹融资、建设、经营、移交等阶段,采取"政府主导、市场运作"的PPP模式,以财政担保向银行贷款的政府"主导"为前提,对相对独立的分项工程进行具体的市场化投融资,最大程度地吸引社会资源的参与,以促进此项工程的顺利实施与完成。The project of regulating Guangli fiver is NO. 1 project in Dongying City, and is an important matter about long-range development for the Yellow River delta and optimizing settlement environment of Dongying. But since the project investment is very vast, it is impossible to take the traditional measure that relies on the government invest. It is appropriate to introduce advanced experiences home and abroad and adopt PPP pattern-leading by the government and running by market in the stages of financing, building, operating and transferring. And the precondition is to provide a loan by government guarantees, financing the individual sub-projects and attracting society resources so as to promote the successful completion of the project.
