上海集成电路产业的投融资体系分析与启示

摘　　要：上海集成电路产业在内地具有竞争优势,主要原因之一就是营造了良好的投融资体系,包括充分利用国家集成电路产业政策、积极颁布地方级集成电路产业配套政策与措施以及建立了"张江投融资俱乐部",并在产业内外部各种因素的影响下形成一个具有正反馈演化机制的产业投融资体系的系统动力学模型,从而进一步推动上海集成电路产业的快速发展。充分发挥各级政府的政策导向作用,构建产业投融资平台,引进各类资本是集成电路产业形成竞争优势的重要保障。The IC industry in Shanghai has competitive advantage over other regions in Chinese mainland, the main reason is that it has an excellent financing and investment system （FIS）, including making full use of governmental industrial policies, actively implementing city governmental supplement policies on IC industry, as well as building up “Zhangjiang Club on Financing and Investment” for IC industry. Furthermore, based on the influences of all kinds of factors inside or outside the IC industry, a system dynamics model on FIS with the progressive mechanism of positive feedback is engendered to further attribute Shanghai IC Industry to rapid development. It is addressed that the guidance role that government industrial policy plays an industrial platform on FIS which attracts various investment in industry, it should be paid attention to for gaining competitive advantage in IC industry.
