废气治理项目的经济分析方法研究

摘　　要：目的为了对废气治理项目进行更好的经济评价.方法根据技术经济学原理,将废气治理项目的费用和削减污染物的数量相联系,对项目的费用流和削减污染物负荷流进行贴现计算,并计算两者的比值.结果提出区别于常规经济分析方法不同的经济分析指标.UEC是对项目进行静态初步分析、AEC是对削减污染物量一定的项目互斥方案进行分析、AIEC是对削减污染物量可变的独立项目进行分析.结论运用AEC指标对废气治理项目进行经济分析.使得对该类项目的经济分析更加直接准确,为项目不同方案提供同一个比较基础.The aim of this paper is to put forward a new economic analytical method for exhaust gas management project.Based on the theory of Technological Economy,the link between the cost of waste gas disposal management and the reduction of pollutant was built up,and then the calculation of the charge of the project and the burden of pollutant reduction was made,with the ratio-calculating of two factors above.A new economical analysis index was presented,which was different from the traditional economical analysis method.UEC was a steady initial analysis of the project;AEC,an analysis of the mutually exclusive project of constant amount of pollutant reduction;AIEC,an analysis for the independent project of the changeable amount of pollutant reduction.The application of AEC index to economic analysis of the exhaust gas management project made the analytical process and its results more direct and accurate,and provided a comparison basis for different plans of the project.
