贫困县域工业化与城镇化互动发展路径探讨

摘　　要：贫困县域存在贫困、人口和环境之间的"PPE怪圈",还存在工业化与城镇化的"低水平均衡陷阱".县域发展战略的根本任务是获取区域竞争优势,途径是建立特色产业体系和调整区域空间结构.实施资源加工转换战略,加快区域城镇化进程,促进人口与生产要素的空间集聚,是突破"PPE怪圈"走出低水平均衡陷阱的切入点和着力点.Poor county exists in “PPE strange circle among poor,people and environment,also exists in low level equilibrium trap”. County developing strategy basic task is to acquire regional competing advantage ,whose developing path is to establish special industrial system and adjust regional spatial structure. Carry out resource product ion transform strategy, speed up regional urbanization process ,promote people and factor of production spatial gathering ,which is hitting point and cutting point of breaking through“PPE strange circle”and“lowlevel equilibrium trap”.
