摘　　要：本文提出了一种基于Internet的教学质量评价系统设计的新思路及其实现技术。要点是：自动生成评议号;随机生成的评议号实现了无记名投票,杜绝了恶意投票;可在Internet上任一个可以上网的地点、在限制的时间段内的任何时间评议投票;评教信息收集和统计准确、快捷、方便、可信度高。具体实现主要采用ASP.NET技术。The paper puts forward a new idea and its implementing technology.The key points are：Auto-generating evaluating number;Evaluating number that are genarated randomly realizes secret ballot and results vicious ballot;To ballot can be made at any spot where Internet can be access;To ballot can be made at any restrained time;Information can be collected and computed accurately,quickly,expediently,credibly.The system is implemented mostly using ASP.NET.
