摘　　要：2007年，四大运营商在非传统电信业务上动作不断。Each impulsive move of the operators in value added services has affected the nerve of people.The year of 2008 is arriving soon,and 3G licensing is just like an arrow on the bowstring.In face of traditional services with an obvious slowdown in growth as well as of increasingly fierce telecom tariff wars,the operators must find a new breakthrough instantly,and a gamble with value added services is an irresistible general trend.In such a context,impulse is unavoidable."As more mobile phone applications emerge,mobile value added services will still have a powerful momentum for development in the incoming years,"said Wang Yuquan, president of Frost & Sullivan (China)."Presently China Mobile is actively discussing the development direction of its value added services; seemingly,the range of new policies of China Mobile for the recent period has had a relatively great influence on performance of SPs,CPs and some WAP companies.But in the long run,this will be more appropriate for the sound development of the wireless value added service market."At present,the performance of the two main fixed line opera- tots'^(TM)China Telecom and China Netcom'^(TM)has been in a tottering position under the great influence of the mobile operators one-way billing.According to the annual reports of the two operators, Internet value added services would become an important point of growth when voice services fell off seriously.
