摘　　要：WTO中特殊保障措施条款的产生和存在有其深刻的历史和现实因素,因此,仅凭质疑、抗议这些条款无益于问题的解决,而实事求是地透彻理解条款本身,防范或减少这些条款被滥用,研究如何化被动为主动,趋利避害,合法合理地处理由于特保条款所引起的贸易摩擦,才是看待特保条款的应有态度。Most people think that the Special Safeguard Measures clauses in the Chinese permission are the discriminations to China, so they should be criticized, questioned and even removed. However, the author of this article thinks only those are not enough, the coming into being and existence of the Special Safeguard Measures have their own history and current basis,facing them,researehing them and finding the ways to shorten the working time of such measures perhaps are the most important things we should do now.
