摘　　要：建设社会主义新农村,是中国共产党及其主要领导人由来已久的设想和目标,党的十六届五中全会提出的这一宏伟战略,是一个全新的时代命题,其实质在于破解"三农"问题,引导传统农业向现代农业转变。新农村建设的战略目标涵盖了物质文明、政治文明、精神文明和经济建设、政治建设、文化建设、社会建设等各个方面,具有深刻的历史内涵和鲜明的时代特征,为新阶段新农村建设明确了奋斗方向。The construction of a new countryside has long been the blue-print and target of our Party and her major leaders. Such topic has been put to the government in the Fifth plenary session of the 16th central committee of the CCP,and the great plan has become the theme of our time. The point of this plan is how to solve the problems of agriculture, farmers and rural areas, and transform traditional agriculture into modem agriculture. The strategic target includes material, political and spiritual civilization and the aspects of economic construction as well as social construction. This target has a historical signiificance and a fresh characteristic of our time ;it should be our fundamental policy for our new countryside construction.
