摘　　要：近年来,社区参与旅游成为了旅游发展研究的一个热门话题。在众多的研究中,人们不约而同将视野集中在社区居民参与什么和如何参与旅游的话题上,却没有对社区参与旅游过程中政府的职能和作用加以足够的关注和思考。通过对目前政府在社区参与旅游中存在问题的思考,探讨了在社区参与旅游发展的不同时期,政府在其中的重要性及其应当发挥的作用。In recent years, it is a hot topic to study for community to participate in travel development. But most scholars and tourism planers emphasize on the aspects that how to improve the community participation levels and what kind of travel projects the community should take part in, and the problem is that the function of government in the community participation isn＇t paid much attention and consideration. From the above, the paper discusses that the roles and importance of government should play in the process of community participation.
