生产要素的国际组合与中部崛起的开放战略调整

摘　　要：受区位、政策等因素限制,以大量吸收外资和大量出口制造业产品为主要特征的传统开放战略在中部地区的实施效果并不理想。在促进中部崛起的大背景下,在中国经济社会发展进入新阶段,世界经济出现了产业内分工替代产品间分工成为国际分工新形式、贸易投资一体化加强等新特征后,中部地区的开放战略需要进行调整与重构。新时期中部开放经济的成长方向,是逐步弱化招商引资的"资金补充功能",着力构建自身的"要素集聚能力",通过实现"经济要素的国际组合",提升要素结构水平,促进经济增长方式转变和产业结构优化升级,此外,中部还应抓住国际服务业向中国加快转移和国内需求变化的双重机遇,消除不合理的政策限制,实现服务业的跨越式发展。Under the background of promoting the rising up of the Central Area when China＇ s economic and social development has entered a new stage and new features have appeared in world economic development, the opening up policy of Central Areas needs readjustment and reconstruction. The open economy of Central Areas in the new period should gradually weaken the ＂capital supply function＂ through absorption of foreign direct investment, and lay emphasis on the capability of factors gathering, enhance the level of factor structure, promote change in the mode of economic growth and upgrade of industrial structure through ＂internation- al combination of economic factors＂.
