欠发达地区招商引资过程中政府、企业与居民互动关系研究——以苏北X县Y镇为例

摘　　要：目前,苏北各地相继实施了招商引资政策。招商引资政策的实施是在现行财政和行政体制背景下进行的,该过程中政府、企业及居民三者的互动关系主要表现为:政府与企业相互交换资源,通过利益共谋形成利益共同体,并通过政府权力运作形成制度化、规范化的利益交换关系;与此同时,该过程中居民从政府、企业方获益甚少或从未获益,因而居民与政府、企业形成利益对抗体,并最终形成了"二对一"的三方关系。这一不和谐的三方关系不利于当前乡村建设与发展,必须主要从政府层面来规范招商引资行为,改善三方不和谐的关系现状。At present, Each City in north Jiangsu province has enforced a policy of attracting Bit for Invite Invest. This disharmony of the tripartite relationship is not conducive to the current rural construction and development must primarily from the government to regulate the level of 1 nvestment behavior, improve the tripartite relationship status disharmony.
