摘 要:区域内的社会主体可以划分为生产部门、生活部门和政府。区域开发离不开上述3个社会主体的积极参与。生产部门的生产行为直接影响着区域内资源的开发利用状况以及区域环境的质量;生活部门通过消费行为和非消费行为间接地影响着区域环境;政府制定环境政策的行为对区域环境的影响要远大于其它2个主体行为对区域环境的影响。在区域环境保护中,政府应承担更多的责任。要对上述3个主体在区域开发中的行为进行环境效益评价。建立我国的企业环境成本核算制度、环境垂直监管制度和区域开发规划公众参与制度;以5R理念为指导,修改《环境影响评价法》,弥补现有立法的缺失,从而维持并改善区域环境质量。The social subjects of a region can be divided into three categories: the production department, the life department and the government. All of them take part in the region development activity. The production department' s production behavior affects the quality of regional environment directly; And the consuming behavior and being not consumption behavior affects the quality of regional environment indirectly. The government' s formulating the e.nvironment policy behavior all to influent the region environment. It is necessary to carry on the environment benefit appraisal to the above three main bodies' behavior; It is a must to found the enterprise environment cost accounting system and the environment vertical supervising and managing system. It is very important to found systems of the public participation in the regional development project. We should take the 5R idea as the instruction, revise the "Environmental Effect Appraisal Law" in order to maintain and improve regional environmental quality.
