摘　　要：经过二十多年的快速发展,我国经济社会进入了新阶段,既有诸多良机,也面临严峻的资源约束和环境压力。要保持持续发展,必须寻求新的发展模式、发展动力和发展路径,转变经济增长方式,走自主创新之路,实现由资本拉动向创新驱动、从资源依赖向科技支撑、从外延扩张向内涵提升的转轨。本文以青岛市为例,全面分析了经济增长与结构性发展的相关问题,系统研究了推动经济增长方式转变的创新战略措施。After the rapid development for more than 20 years, China has entered a new stage of economic and social development. In this period, we are facing a lot of opportunities as well as severe resource constraints and environmental pressures. For sustainable development, we must find a new model of development, the new power and the path of development. We must change the mode of economic growth and walk along the way of independent innovation to realize the change from capital-driven to innovation-driven, from resources dependence to S;T support and from extensive expansion to connotation enhancement. Taking Qingdao as an example, the paper comprehensively analyzes the issues related to economic growth and structural development. It also systematically studies the innovative strategy and measures to promote the transformation of economic growth mode.
