区域公共管理视野下的行政区划改革:以珠三角为例

摘　　要：通过对近年来珠江三角洲大规模行政区划改革的评估,这一改革在解决一部分问题的同时,又面临着新的问题,并未破解区域整合的迷局。区域经济一体化的基本要求就是要实现区域公共管理,而从区域公共管理的内涵以及欧美发达国家大都市区的治理经验来看,必须实现治理机制多元化。因此,从区域公共管理的视野来看,行政区划改革只是多元化治理机制中的一种,不可能解决所有的问题。要适应珠江三角洲区域经济一体化的要求,应该实现治理机制多元化。The large-scale reforms of administrative divisions have been carried out because the administrative regional economy has been the obstacle of regional economic integration in the Pearl River Delta.However,by studying these reforms,this paper finds that these reforms have solved many problems but at the same time,some new problems emerged.The basic request for the regional economic integration is the realization of regional public administration.Based on the connotation of regional public administration and the experiences of governing metropolitan regions in the developed countries,this paper maintains that the governance mechanisms should be diverse.Therefore,from the perspective of regional public administration,the reforms of administrative divisions cannot solve the puzzle of regional integration in the Pearl River Delta because it is just one of the diverse governance mechanisms.It is necessary to carry out diverse governance mechanisms to meet the needs of regional economic integration in the Pearl River Delta.
