摘　　要：本文以率失真理论为基础，提出了一种新的前向视频编码码率控制策略ＦＲＣ（ＦｏｒｗａｒｄＲａｔｅＣｏｎｔｒｏｌ），其核心思想是：宏块（Ｍａｃｒｏｂｌｏｃｋ）目标比特数的预分配除受码率的限制外，更重要的是受到图像的局部空间活动性等因素的控制，从而达到一种最优的比特分配方案。主观测试实验结果表明。A new Forward Rate Control(FRC) strategy based on the rate distortion theory is proposed in this paper, which allocates the target bits for each macroblock according to the local spatial activity as well as the bit rate, so that an optimum bit allocation method can be achieved. The result of subjective tests shows that the proposed rate control strategy improves the quality of the reconstructed pictures considerably over the conventional strategy.
