摘　　要：分析了我军航空军事运输的现状,指出在航空军事运输能力建设中存在的问题:"运输飞机数量少,机种比例不协调;机场建设薄弱,空运保障不灵活;管理机构不完善,法规制度不健全",并从系统论的认识出发,提出了整体提升我军航空运输能力的措施,如扩充机队规模、夯实航空军运物质基础等,对提高我军的航空军事运输能力有借鉴意义。Our military air transportation ability is analyzed in the paper, with mree outstanding problems exposed, ＂transport aircraft are small in number, and their types are not in the right proportion; the airport construction is poor, and the air transportation safeguard is not nimble enough; both the managing organs and the law systems are imperfect and incomplete＂. In the light of the system theory, some measures to improve our military air transportation capability are suggested, such as expanding aircraft formation scale, strengthening military air transportation material foundation, etc. These proposals are of great significance in strengthening our military air transportation capability.
