城市化进程中的建设项目土地征用问题研究——以番禺小谷围岛项目为例

摘　　要：随着城市化进程的加快和建设用地的增多,对建设项目尤其是大型建设项目征地过程中失地农民问题的研究日显急迫。对番禺小谷围岛项目所在地的政府部门、农户、村委会及用人单位等进行了深度访谈和问卷调查,切实了解征地后农民的生活状况、就业状况、社会保障状况以及其真实的心理感受状况。以此调查为基础,试图从农村社会保障、征地补偿和失地农民安置等方面提供相关政策建议,主要包括:做好建设项目征地过程中的社会评价,切实防范项目社会风险;提倡利益相关群体的有效参与,引入独立的第三方评估机构进行协调,加强和征地村民全过程的交流和沟通;加快土地立法进程,完善征地补偿的制度,使征地过程有序、合法地进行;利用建设项目的相关资源对失地村民进行"非经济性补偿"等。A mega construction project which located in south China was selected as a analysis case. The individual interviews and questionnaires survey were used to collect data. The deep feeling and real life situation of the peasants were put forward. Based on the research, some suggestions were proposed including carrying out proper social assessment for the land acquisition of construction project, practically avoiding social risks ; advocating the effective participation of the involved interest groups, introducing third-party assessment institutions to coordinate the relevant parties; accelerating the land legislation process and perfecting land acquisition compensation system, ensuring the orderly and legal proceeding of land acquisition; properly arranging the employment and social security of lost-land peasants and establishing a mechanism for peasants to smoothly exit land possession; actively guiding the development of local handwork industry, solving the employment difficulty faced by peasants; strengthening the supervision to government departments of various levels, promoting the reform of villagers＇ committee; using relevant resources of the construction project to execute ＂non-economic compensation＂ for lost-land villagers.
