摘　　要：在界定区域创新能力基础上,构建一套区域创新能力评价指标体系,运用因子分析法对中国31个省级地区进行分析,对比东、中、西部区域创新能力,并将区域创新能力与经济发展水平进行相关分析,并提出相关政策建议。In the base of defining regional innovation capacity, the paper sets up an index system of regional innovation capacity.
