摘　　要：分析了我国石油储备现状及面临的国内外严峻形势的挑战,阐述了建立战略石油储备的必要性。认为应该借鉴国际石油储备经验,有计划地建立我国的石油储备制度,分步建立和完善符合我国国情的石油储备体系。At present time,the capacity of petroleum reserves in China could not meet the demand of petroleum enterprise and government to cope with emergency. Through analyzing the current status quo of petroleum reserves in China and the challenge at home and abroad,the authors discuss the necessity for establishing the strategic petroleum reserves in China. According to the experience of petroleum reserves worldwide, the opinion of establishing a petroleum reserves system to adapt to the situation of China is brought forward in the article.
