摘　　要：文章比较了上世纪80年代以来公共图书馆发展的两次高潮,分析了世纪初图书馆可持续发展的有利条件。The article compares two high tides of public library development since 80s of the last century and analyzes the beneficial conditions of the development of library at the beginning of 21 th century.
