摘　　要：以陕西省"天保"工程实施方案中职工分流安置的政策安排为切入点,分析了陕西省国有森工企业改制中职工权益保障的不完善问题,并在此基础上提出了完善职工权益保障的对策建议,包括完善实施方案,加强财政支持力度;加强再就业服务体系的建设,政府职能由"输血"转变为"造血";加强社会保障体系的建设,实现职工由"企业人"到"社会人"的保障。Took the policy arrangement of workers＇ rational disposal in the implementation plan of natural forest protection project as the breakthrough point, analyzed the insufficient guarantee of workers＇ rights and interests in the system reform of state - owned forestry industry business in Shaanxi. According to it, proposed suggestions including to improve the implementation plan and enhance financial support, strengthen employment service system, making the government function change from ＂blood transfusion＂ to ＂blood making＂, strengthen social security system construction, making workers＇security change from ＂business people＂ to ＂society people＂.
