摘　　要：乡镇卫生院多功能服务的不同经济属性是乡镇卫生院改革的理论起点,文章通过对乡镇卫生院提供服务性质的经济学分析,揭示了乡镇卫生院权利义务混乱的经济根源,并对当前乡镇卫生院的改革模式进行了分析,最终提出乡镇卫生院改革的最佳方案及其法律政策对策。The different economic nature of the functions performed by township health centers is the basis for theories of reform in township health centers. By analyzing the nature of health provision made by township health centers, this paper reveals the economic causes of the disorder concerning their rights and obligations. And this paper also analyzes the reform modes, put forward the best reforming plans and legal strategies.
