生态节水型城市评价指标体系研究

摘　　要：水资源短缺已成为许多城市社会经济发展的瓶颈,而城市发展过程中出现的各种"城市病"也是困扰着社会经济良性发展的主要因素,相应地城市生态建设和水资源节约利用也就成为城市发展研究的主要课题。文章结合全国一些城市提出的建设生态节水型城市的具体要求和目标,在综合考虑生态城市建设和水资源合理配置与节约利用的前提下,提出了生态节水型城市的概念,并对其特征做了详尽的说明,在参考生态城市、节水型城市等指标体系的基础上建立了生态节水型城市指标体系,将以往把生态系统分为自然、经济、社会的"三分法"改进,在城市生态系统中,人作为城市的主体,具有较强的主观能动性。因此,将"科学管理"这种能够体现人的主观能动性的指标因子纳入生态节水型城市的目标层评价指标体系。根据国内外指标体系的现有标准(和全世界相关因子的现存最高水平确定了生态节水型城市指标体系的参考标准,并在征询专家意见的基础上,给出了生态节水型城市的分级标准。　The scarcity of water resources has become the obstacle of the social economic development in many cities.Also,the ＂city disease＂ is one of the affects.So the city ecology and water resources using have turned into the mostly hot research field for urban development.Refers to the concrete requests and targets which have been put forward to some ecological water-saving city,under the premise that comprehensive consider the eco-city construction and the water resources saving utilization,the concept of the ecological water-saving city was put forward,and it＇s characteristics were interpreted.At the last,the index system of ecological water-saving city was built up.In the formerly,the ecosystem system was divided into the nature,economy,society,but the author joined ＂science management＂ into city ecosystem system,because the human is the main body in the city,and the person have stronger subjective.The reference standard have based on the existing standard of the index sign system in domestic and international or the level of correlation factor.By consulting expert,the reseach has given the distinction of ecological water-saving city.
