摘　　要：社会治安复杂地区具有集中性、复杂性、历史性、外源性、动态性的特性。社会治安防控体系建设的目标应围绕"稳、低、少"三个方面。社会治安复杂地区防控体系建设的主体框架应包括:情报体系建设,巡防网络建设,快速反应机制,治安管理机制,打击整治机制,犯罪预防机制。The complicated area of public security has the property of centrality, complexity, historicity, external source, trend nature characteristic. The social order guard system should be constructed around the goal of stabilization and depressing the crime rate. The main body frame of social order guard system on complicated area includes the information system construction, defense patrol network construction, rapid reaction mechanism, public security management mechanism, attack mechanism, crime prevention mechanism.
