伊春林区发展循环经济的支撑体系分析

摘　　要：在分析林区循环经济内涵的基础上,根据循环经济所遵循的减量化、再利用、再循环的3R原则,指出了这些原则和理念在林区循环经济建设中的重要意义,并根据黑龙江省伊春林区的实践,提出林区发展循环经济必须在科学技术、法制建设和生态园区建设方面具备条件并取得突破,只有这样,才能解决循环链成功搭建的难题,才能按照循环经济的要求规范人们的行为,才能使林区循环经济的发展找到可以依托的基础。By the study of the innovation of recular economy of forest region, deeply analyzing the 3 R principles ： reduce, reuse and recycle. On the base, Explaining the important significance of the priciples or the ideas in building the recular economy in forest region. According to the practice of Yichun forest region in Heilongjiang province. Pointing out the factors of science and technology, legal system construction and eco-industrial park construction is the main factors to build the recular economy in forest region. Only have the factors, we could build successfully the recular chain, standardize people＇s behaviors according to recular economy and found the base of developing recular economy.
