对我国建立、完善、运行安全生产应急救援体系的几点思考

摘　　要：根据《安全生产法》的规定,我国各地正在依法进行安全生产救援体系的建设和应急预案的编制工作。国家安全生产应急指挥中心也于2006年成立,这标志着我国的安全生产应急救援体系框架基本形成。本文在此基础上对应急体系的建立、完善、运行提出进一步的思考。包括:对应急体系应注意上下结合、左右协调、使其趋于统一、完整;以“紧急状态法”牵头,尽快充实、完善应急救援的三级法规体系;以预测、预警为重要内容的运行机制应具备风险评价、监控监管、检测检验的功能,要加大投入构筑应急保障系统等,对上述内容作了较详细的论述,就应急救援体系的建设、评估提出建议。The trade building is an industry with very high danger in China. The incidence and death rate is decreasing in recent years. Establishing and perfecting the safety monitored control system contributes to solve the safety problem solution in production in the whole process, wide in every side, and with integration. It can be concluded that the safety monitored control system is made up of macroscopic control and microcosmic control through analyzing its rationale and setting - up approach. The macroscopic control refers to the government threelevel supervision system and GIS （Geography Information System）. And the real - time monitor, process control with forewarning and enterprises interior inspection form the microscopic control. In order to further perfect the safety monitored control system in poduction in China, it was emphatically discussed to enhance the application of advanced technology, develop the necessary software application and replace the individual real-time control and forewarning system gradually by the centralized real- time control and forewarning system, carry out the safety behavior forewarning system, and at the same time take guarantee systems in organization, regulation, facility and emergency rescue plans as auxiliary measures.
