摘　　要：建设和谐海洋是海洋经济进一步发展的要求,是建设和谐社会的重要组成部分。文章探讨了建设和谐海洋的理论内涵和意义,认为建设和谐海洋多方面的重大挑战,应从树立人海和谐的海洋观、转变海洋经济发展模式,把平衡和非平衡发展战略有机地结合起来和完善与构建海洋管理体制和规划体系等方面来推进和谐海洋建设进程。Building harmonious sea is the requirement in further developing ocean economy and is an important component of building harmonious society.The paper analyzes the theory and the meaning to build harmonious sea and the challenges in doing it.The author thinks that we should have the new idea in handling the relation between human and sea and we should transform the development model of ocean economy.
