摘　　要：文章通过研究改革开放以来我国吃饭财政的状况,分析了现存财政管理体制的弊端,进而深入探讨了政府债务的形成机制,指出财政体制改革的重点是将吃饭财政转变到公共财政上来。The author analyzes the financial situation after the economic reform and opening up in China and the shortcomings existing in financial system at present and discusses the formation mechanism of government's debts. In the author's opinion, the key for the financial reform is to change the population-feeding finance into public finance.
