摘　　要：日本是世界上城市地下空间开发利用比较早的国家,其地下空间开发利用经历了三个不断深入发展的阶段。伴随着地下空间开发利用形态的不断推进,其规范地下空间开发利用的法律也不断完善,建立了比较科学合理的地下空间开发利用的法律体系。进而进一步有利地推动了地下空间的开发利用。日本地下空间开发利用的经验对我国城市地下空间开发利用提供了有益的启示,地下空间开发利用必须与法律有机结合,共同发展。Japan is one of the countries in the world that had earliest utilization of underground space, which has gone through three phases of development. With the progress of the utilization of underground space, its legislation has been improving. A scientific underground space development legislation has been set up. All this has been promoting the rational utilization of underground space and sets a good example for utilization of underground space in our country.
