摘　　要：通过中外工程项目管理方式对比,借鉴发达国家的先进项目管理经验,结合我国实际国情以及项目管理运行中存在的问题,从制度建设角度着手对代建制管理模式的完善进行探讨并提出一些建议,为我国建筑领域的改革提供参考。Through comparing the pattern of Chinese with foreign countries project management, using the experience of other countries for our reference and the incorporation of our country＇s situation and the extant problems in our project management function, this article studies how to consttrnmate the project management contractor model from the point of view in government institution and also gives the proper advices which are useful to provide reference for the reorganization in construction area.
