摘　　要：海域管理信息系统即是"数字海洋"八大业务系统之一,也是海域动态监视监测系统建设的核心内容。论文在明确四级联动海域使用管理信息系统建设目标的基础上,提出其总体结构,然后探讨其实现的关键技术,即坐标统一问题、数据存储备份问题、海量数据传输与共享、视频数据获取与远程指挥和多S集成等。The sea use management information system is one of eight big operational channels of digital sea, also is core content of the sea use dynamic surveillance monitor system. This article sets forth the construction goal of four levels of linkages sea use management information system, proposes its overall structure, then discusses its key technology, namely coordinates unification and data storage backup problem, magnanimous data transmission and sharing, video frequency data gain, longdistance direction and multi- integration and so on.
