欧盟绿色壁垒及其对我国消费排污产品出口的影响——以欧盟电磁兼容指令和环保纺织品标签为例

摘　　要：从产品消费排污的角度,使用1987～2000年我国若干产品向英德法3国的出口量及向欧盟的出口总量,分析欧盟电磁兼容指令和欧盟环保纺织品标签Oko-Tex Standard 100对我国相关产品出口的数量限制效应。结果显示,在发达国家的技术性贸易壁垒中,对我国出口产生影响的主要是针对消费排污产品的绿色贸易壁垒。Most domestic literature examined the impact of the technical barrier to trade （TBT）made by EU and Other developed countries on the Chinese exports from the view point of industries.This Paper,however, from the perspective of consumption——generated pollution （CGP）, analyses the impact of EU＇s Electromagnetic Compatibility Directive and 0ko.TeX Standard 100 on Chinese relevant products by using the statistics during 1 987 to 2000 of Chinese exports to the U.K.,Germany,and France and to EU as a whole.This paper suggests that among various TBT made by the developed countries,it is the green barrier to trade towards products of CGP that generates the maj or effects.
