摘　　要：随着网络的快速发展,网络管理变得日益复杂,传统的集中式管理方式不能应对大型分布式网络.而基于策略的管理是网络管理和分布式系统管理的一种有效解决方案.通过对传统的网络管理和基于策略的网络管理进行分析,充分利用两种技术的优点、弥补其不足,提出了一种具有良好扩展性的网络管理模型PSBNM(Policy and SNMP Based Network Management),并对该模型的特点进行分析.With the overwhelming development of network, network management becomes more and more complex, the traditional management of centralized style can not deal with the task of managing large scaled distributed network. And policy-based management is one of the effective solutions in network and distributed systems management. By analyzing traditional network management and policy-based network management, a scalable network management model PSBNM （Policy and SNMP Based Network Management） is proposed, which takes full advantage of the two technologies and makes up the disadvantages of them. Furthermore, the specialty of the model is analyzed.
