摘　　要：文章通过对现代化进程中盛世危言的解读,强调要关注经济建设与社会发展、城市与乡村的协调统一,使城乡共享经济社会发展成果,形成一个关注民生、大体均衡、和谐有序的利益格局。通过对社会主义新农村建设战略宏观宗旨的研究指出,十六大以来,中央解决"三农"问题的新思路是城乡统筹发展,建设社会主义新农村。农村政策主题思路清晰,保持了发展路径的一贯性和政策的连续性:建设现代农业、繁荣农村经济、增加农民收入。建设社会主义新农村的微观对策强调,农民工是一支不可替代的生力军;新农村的规划要体现减少农民、聚集农民、转移农民的趋势;新农村建设是城乡一体化和城乡统筹发展的过程,但并非"同步化"、"一样化";建设现代农业是新农村建设的重要任务。By understanding and explaining to modernized dangerous word of course middle flourishing age, emphasize that the coordination needing to show solicitude for economic development with social development, city and the country is unified, make city and countryside share economic and social development achievement, form even, harmonious pattern of interests of an attention people＇s livelihood, cardinal principle having order. By the fact that the research to new rural construction of socialism strategy macroscopic view purpose points out, since sixteen is big, that central authority resolves new ＂three dimensional rural issues＂ trains of thought is city and countryside make an overall develop, builds new rural area of socialism, the rural policy subject train of thought limpid, has kept consistence and consistency of policies developing route： Build modern agriculture, prosperous rural economy, increase the peasants＇ income. The countermeasure building new rural area of socialism microcosmic emphasizes, the peasant laborer is fresh activists irreplaceable by one; New rural area plan needs to embody the trend cutting down a peasant, gathering a peasant, changing a peasant; New rural area builds the process being that city and countryside integration and city and countryside make an overall develop, but not ＂synchronization＂, ＂the same-rization＂; Building modern agriculture is new rural construction important mission.
