摘　　要：分析水利工程政府采购的内涵、特征、体制构成和委托代理关系网及价值链,认为水利工程政府采购体制中存在行政性价值活动和生产性价值活动;政府工程采购制度应逐步完成从施工采购转变为专业化服务采购制度;在市场条件和政府监管机制成熟的条件下,专业化工程服务采购是政府工程采购的发展方向。Study on the government procurement system in hydraulic projects is helpful to enhance the investment efficiency and reduce the three problems:'three-ultra',scolding and corruption.The connotation,features and system components of hydraulic projects are analyzed,and the value chain and the network of the entrust-proxy relation are also analyzed.On such a basis,it is put forward that there are administrative activities and productive activities in government procurement system in hydraulic projects,and the future direction of government procurement system in hydraulic projects is presented.
