摘 要:针对跨流域调水工程,分析了目前水利水电工程开发程序常规方案优选方法中存在的缺陷,建立了多准则递阶层次结构模型;论证了引入风险型评价指标的必要性、运用多准则多层次研究开发程序的合理性、建立多层次模糊综合评判的可能性;同时,根据所研究的问题需要考虑决策者准则偏好的特点,提出悲观准则、乐观准则及折中准则,并将偏好以系数的形式体现在模型中,给出了相应模型的求解方法.工程案例表明,该模型是可行的.In regard to the inter-basin water transfer projects, considering some defects in optimal selection of conventional schemes for hydraulic and hydroelectric engineering development, a multi-criterion hierarchical structure model was established. The necessity of introduction of risk evaluation indexes, the rationality of multi-criterion and multi-level study and development, and the possibility of multilevel fuzzy comprehensive evaluation were discussed. Then, the maxmin criterion, the max-max criterion, and the trade-off criterion were put forward so that the decision-makers' preference for criteria could be reflected in the form of coefficients, and the solutions to the corresponding models were also given. The feasibility of the model and method were verified by practical engineering case.
