互助医疗改善卫生服务公平性的效果评价

摘　　要：利用对镇安县铁厂镇农村互助医疗项目试点情况的基线调查和随访调查数据,采用差异中的差异、医疗服务利用的标准化和集中指数等方法分析了农村互助医疗项目对参保农民门诊和住院服务利用率及其公平性的影响。结果显示,农村互助医疗项目的实施提高了门诊服务利用率,降低了住院服务利用率,显著提高了门诊和住院服务利用的公平性。On the basis of the baseline survey datum and follow-up survey datum about implementation of Rural Mutual Health Care （RMHC） in Tiechang town, Zhen＇ an county, this article adopts the methods of difference in difference, standardization of the medical service utilization, concentration index to analyze the effects on outpatient utilization, inpatient utilization and their equities because of the implementation of RMHC. Result shows that the implementation of RMHC has increased outpatient utilization, reduced inpatient utilization and raised equities of outpatient utilization and inpatient utilization notably.
