摘　　要：科技人力资源(HRST)被看作竞争和经济发展的最核心要素,是国家和地区发展的第一战略资源,开发和利用这个宝贵资源是我们的紧迫任务。HRST能力建设则是应运而生的全新概念。本文在讨论"科技人力资源"、"能力"、"能力建设"等概念的基础上,探讨科技人力资源能力建设的内涵,强调此种能力建设对工程教育的意义。Human Resource of Science and Technology （HRST） is seen as the core element of competition and economic development. It is also the first strategic resource of national and regional development. The exploitation and use of this valuable resource is our urgent task. Emerging as the times requires, ability construction of HRST is a completely new concept. On base of discussing the concepts of ＂HRST＂, ＂ability＂ and ＂ability biulding＂, this article also probes into the connotation of ability building of HRST and emphasizes the meaning that such ability biulding projects on the engineering education.
